The "Free the Free Shore" Committee is Formed in 1975
In the summer of 1974, Lawrence Hadley, superintendent of the Cape Cod National Seashore, had proposed a prohibition on nudity to include the traditionally clothing-optional Truro beaches on the Atlantic side of Cape Cod. Hadley asserted the naked use was bringing too large a crowd for the website. Baxandall and some other free strand enthusiasts developed a support group--the Free the Free Beach Committee--to protest the prohibition. Since he was the only member of the group who was self-employed, and consequently had job security, the task fell to him to be the public spokesperson for the group. With

On August 23, 1975 the Free the Free Beach Committee formed a nude beach "celebration" (the National Park Service would not enable a "protest") that brought thousands of law abiding free strand supporters. The authorities mentioned no one for nudity, and the occasion was deemed a success. It drew attention to the powerful public support for maintaining Truro's unofficial clothes-optional status. The two guys decided to meet to discuss combining the efforts of East and West shore nude beach activists.

The West Coast group developed its own groundwork to bring media interest on that day. But an alternate "rain day" had been pre-declared, and the Cape Cod event happened on a cloudy but warm August 14. The success of these Cape Cod "parties" was confirmed by the fact that for nearly a decade afterwards the Department of the Interior and its National Park Service said nothing more about ban nudity on federal land.
